The technology paul is describing for the year 39 o six isn't advanced. There are several ways you can explain this. One is that they had a major nuclear war, which would have set back civilization but it occurred in 23 o nine,. And that's not an excuse. You can totally re a technological civilization in 16 hundred years. Another explanation would be that paul simply didn't understand a lot of what he was seeing, and was interpreting it in terms of technology that he did understand. If he encountered things he had no way of comprehending, he wouldn't be able to talk about them effectively or describe them once he got back.
