The restored emperor gan woo decided that he would move his capital from chang an to the east, to the city of lo yang. Gwanwo's reign was a new dawn for the empire and another chance for the dream of a stable imperial china. A number of tests would now arrive that would determine whether the lessons of the fall of formahan had been learned. These tests would determine whether this new incarnation of the empire would survive, or whether it too would end in ash and flame.
