The Importance of a Neutral Map

i think it's more important to have neutral map in there so the political considerations aren't something that come into play for me when i'm creating a map municipalities that form the building blocks of the district and were intended to be how people maintained a strong representative voice in their government. voters are free thinkers who are free to choose one party one election in a different party a different election or even in the same election vote for one office one way in a different office a different way.
