The Commission's Report on the Civil Unrest in the United States

The commission identified some common traits in most of the cities that they studied. Most had seen an influx of black residents in the first half of the twentieth century, and then white residents had moved from these cities into the suburbs. By the 19 sixties, about a third of the total black population of the united states was living in the nation's 12 biggest central cities. The resulting predominantly black neighborhoods are referred to almost exclusively as ghettos.
