Despite China's rapid economic growth, the average Chinese citizen is over $17,000 poorer compared to the average American than he or she was in 1991. "I think relative to where China was 20 years ago, it's been miraculous the kind of growth that they've had bringing 400 million people out of poverty," Liu says. He argues what really matters for national power is how much wealth is left over once people are fed and clothed.
