The smell is produced by bacteria which love water logged conditions where there's not much oxygen around. The dump, like many things in banglodesh, is built on a wet land. When it rains, the water rushes there, and the methanagens kick into overdrive. As bangladeshes get richer and consume more stuff, chances are they'll throw more stuff away. So these rubbish piles are said to get even bigger, meaning more methan. It's the equivalent of leaving almost 200 thousand cars.
