When you think about ethical selling, when your true north is hit the numbers at all costs, you open up the door for even people who normally might be ethical to cut corners. Ill use wells pargo as an example where it was just a few bad apples but actually those people were acting in accordance with the culture. And even the people at the top of the culture might not have been bad people.
