Artisnal miners are to some extent regulated. There's also a body called simape, which provides them training. But in practice, most of the artisnal mines that i saw really f followed very few safety regulations. They have no protective equipment and few tools, just a couple of shovels. And they're doing this knowing their previous three tunnels have collapsed.
