I think the one-kish phrase for it would be the Cinderella services, so things that most people won't encounter in their lifetimes. Probation system is probably the most neglected service of them all. I wonder if there could be a way of you have to fall into select committee hearings and get your past taken away. It's sort of authoritarian now, reshaping the lobby. Power is wielded at a local level by council officials, not by councillors. Every part of the country feels very little control of the local area. You can't be serious about levelling up unless you reform council tax - which is the most regressive tax we have in this country.
