Francois Hollande was filmed or photographed having an affair by driving to an apartment on a scooter. It's not that he was having an affair, it's that he drove to an apartment to have an affair - which again is not very presidential. The word skive apparently is derived from the French skive meaning to slink away or to avoid doing something you don't really want to do. In fact, to skive off, skive off school. So, skiving is the act of avoiding work or avoiding school, often by pretending to be ill.
