You need to take everybody into account because in today's society, you cannot build those over neighborhoods and community groups the way Moses did. And we have very good examples of this. There are good ways of doing it and there are bad ways of do it. We have a heuristic in the book that we call make friends and keep them friendly. This is actually the secret to make it work in a democracy.
