The New Internet Service Providers
As the internet was being fashioned through a partnership of public and private resources, some pretty basic questions were being raised. The t on up grade from the fall of 19 87 to the summer of 19 88 had taken eight months to complete. But they began working almost immediately on the t three up grade, which was fully deployed in 19 91. When they unveiled the tethre backbone, they produced a watershed moment in creating the kind of internet they were never going to be able to handle.
