Biden's administration and the Congress in the first two years of his administration passed more significant legislation than just about any Democratic president has since FDR probably. I give Joe Biden a lot of credit for being able to work very big, very complex bills through a very closely divided Congress because he had the experience to do so. "I don't think there's a realistic case that some other candidate would be better at those two criteria," she says.
