The Importance of Data Locality in Fraud

Stripe SIRs have had to deal with laws that limit where data can be stored for the citizens or users or businesses within a domain. Data locality makes this a little bit harder as it fragments that network. And so we've had to explore quite a few techniques to get around this. One of them is essentially this idea that we can take a payment and pass it through an encoder and create an embedding for that payment. That embedding now may not be subject to the data locality legislature because it's no longer a payment, it's no long any data that would be usable or identifiable.
