Nuclear power was born in war time and made its introduction to the world as the most terrifically destructive weapon the world had ever seen. It ran smack into the anti war movement and the environmentalist movement of the 19 sixties. The industry itself, a lot of the incumbents in the industry just sort of pivoted to a regulatory capture. They it turns out it's very profitable to retrofit old plants with the latest safety equipment. And so there is an enormous amount of cost that goes into reducing levels of radiation below what is actually necessary for human health.
