Is Virginia a Confederate State?

The entire Wyoming County like form a military regiment vote as that. You can see a set of counties on the border with Virginia and Eastern Panhandle where it's kind of like in the future, maybe they'll get included. Most of the people who've joined a fight are fighting for the Confederacy, for sure. The other thing, look at the overall vote. I was just going to go off of Hampshire and Hardy where both counties that participated in referendum and they were going to be added if majority of voters were approved.
