Carbon Prices Aren't Driving Short Term Behavior, Right?

CNN's John Defterios asks climate change expert how carbon prices are driving behavior in Europe. He says with gas and power prices having gone into the stratosphere, they aren't really driving short term behavior at this point to any real extent. "Is that going to happen anytime soon? Or is the back of the curve staying high enough that it's impacting investment decisions?" he asks.
