What Do They Mean by Six More Weeks of Winter?

It is a superstition and tradition that a groundhog who's always named pucks a tony fill predicts six more weeks of winter. Rub his belly with a tomato and sneezes. It doesn't even happen, right? Like no matter what the animal does or doesn't do, it doesn't actually change anything. The whole thing is just completely made up out of nothing.
