The holy roman emperor does not have the power to troll religious policy. The peace of westphalia was actually a series of treaties signed among these various contending parties that were involved in the war. It really further, know, weakened the authority of the hapsburgs in what had been their own domains. But it did allow them to continue still as gor dynasty, still ruling over austria, bohemia, hungary, other domains and nominally occupying the holy roman imperial throne,. or whatever was left of it.
