Edmund Kalina says the charge that Kirk was establishing a police state is absurd. Police states existed in Florida but they were not Kirk's creation, he writes. They were created by sheriffs who served term after term and were above the law because they controlled the law in their counties. He wouldn't want to examine as police state in Florida had only to go to Lake County.
