The mayor of San Francisco is proposing a $400 million reparations fund for the city's black population. John Sutter says he doesn't know how many people would qualify under those criteria. The plan could be unconstitutional, but that's neither here nor there since almost no one in the country supports this garbage, writes Sutter.
