In the early 1960s, an enormous rubella epidemic was underway in the US. The prevailing view in the U.S. was that children with CRS were seen as tragedies. This framing wasn't just because of a lack of empathy back then. It was also because we lacked the knowledge and resources to adequately care for people who were differently abled. And all of these things also were compounded by the social stigma and shame associated with having a child with congenital defects.
