The Cold War: A Novel Coalition in the Cold War
In 1964, the U.S. Arms Control and Disarmment Agency would outline a kind of propaganda campaign that would bring together a novel coalition in the Cold War. The goal was to marginalize the People's Republic of China by becoming the first Asian or even non-white country to test a nuclear explosive. As part of this international campaign, India in particular would emerge as one of the primary leaders. This forum became a place where neutral and non-aligned states could weigh in with their preferences for some kind of global nuclear order.
