Transitioning to circular economy is a big job, says Lord Tebbit. The treasury could start with the tax system and set up taxation in a way that aligns with our net zero strategy. There's also quite a lot of emphasis on how do we secure new sources of mining. We're worried there won't be enough emphasis on reducing demand for these raw materials.
