The UK Is Set to Leave the EU on the 31st of October
Present simple with a future intention the UK is set to leave. The government has insisted present perfect and it will not negotiate, will not negative of the future simple. So they have said that they won't negotiate a further delay beyond the Halloween deadline. That's a very strong verb insisted or demanded. They've picked the Halloween deadline but they will not look for a further delay after that date. And of course like always we'll have to wait and see whether it is true or it is not true.
