Some people are concerned that there could be some sort of government pressure, and people will only be allowed to receive bit coints in a certain way. There is no gatekeeper, right? So in this case, there is no institution that can sort of give you an official blessing or not. It's like, if you want to change a rule about vicoin, everybody has to ask for it.
