Is There a Distinction Between Car Culture and Car Ownership?

There's a lot of ways in which society is kind of silently set up to promote car culture. In New York City, like something like a quarter of the city is like parking spaces. Do we really need Dodge chargers that can go 200 miles per hour? I think it's pretty crazy that we allow that. But you know, there are other smaller, lighter cars,. maybe even that look more like electric golf carts than gas burning automobiles.
