If early warning systems are cost effective and save lives, what's stopping them from being rolled out across the world? Professor Ilan Kelvin says politics get in the way. Politicians end up caught in a vicious system whereby the goal is to retain power by whatever means. It really comes down to setting up systems which let a small number of individuals accumulate huge amounts of power, resources, wealth and opportunities.
