It explores the history of Chinese scientists and students going abroad to study, the incentives from the Chinese government, and the recruitment of highly trained individuals into the US. The chapter highlights that all three parties involved - the Chinese government, the US government, and the Chinese scientists themselves - have benefited from this exchange.
