Is There a Time Period When the Insurance Business Loses Money?

Warren Buffett has this reputation for being totally hands off, delegation, just shy of abdication. There were time periods when it was a money lose, yes, you had the float, but it was losing money. So I'm trying to figure out how certain was it that this was going to be a success within Berkshire?
