The thing that makes ukrane hardest to govern is also the ithat makes it hardest for the outside world to help. The widespread system of corruption does involve some of the oligarchs, but also many more people besides the i m f. And other possible donors are reluctant to throw money into a country when that country has failed to recover billions from corrupt contracts. As long as the ukranian government hasn't dealt properly with corruption, it's in a much less strong position to persuade its partners in europe to do what it wants on nord stream too.
