In the late notties they're starting to come out these studies that really try to define what makes a successful drug prevention program. The biggest thing is interactiveness, any lecture based program is just not going to stick with kids. These programs have to have parents and teachers involved. They have to have tons of sessions and tons of follow ups. And importantly they have to be culturally sensitive - dare wasn't targeting high risk populations at all.
