Pharaoh's Confession of Sin

Moses acknowledges that he sinned, but what we learn in this passage is that confession is not repentance. So it seems to me that as Sam is saying, he's willing to acknowledge,. I'm a sinner, but he doesn't fear Yahweh. Even though Yahweh has struck him the way that he has, he has not come to the place where he recognizes this God will destroy me if I do not submit to him.
