How Did the License Fee Come Into Being?

Peter Eckersley was one of the BBC's first employees and broadcasters. The license fee provoked fiery debate in Parliament at the time. He says it suited the post office, which took a lot of the revenue from licenses. But he admits that most people just make their own radio sets to pay for broadcasting.
