The Hierarchical Society of the Republic
For Popper, there were a number of features of Plato's approach that were completely consistent with totalitarianism. For instance, there's a strongly hierarchical society which doesn't allow anyone from within to criticize it. On the other hand, one can say that that is designed in Plato for the benefit of the people being ruled. So his ideal is not actually political rule of a sort of authoritarian kind.
