Is It a Non-Compete?

NBA players are paying 13% less tax or whatever it is more probably 15% well if you talk to any other agents this is a very important consideration of both where they prefer to go to and how they negotiate their contracts. The history of Silicon Valley was clearly affected by California's historical legacy of non-enforceable non-compete so I do have some questions on whether it's still true as still as important.
