The Importance of Institutional Transformation
The article that we read about adding more cops, I thought there was one important caveat to the proposal. If we can't scale up structural transformation, then there has to be a way of doing it within existing constraints. So like if you have more beat cops, they're actually able to like talk to people and investigate crimes. And so the certainty of punishment becomes a way of having less punishment. It's very unattractive to people because you hear more cops and it's just like how could this be anything but a disaster?
