The Ambivalence of the Internet
The internet was designed to be a distributed network so that in the eventuality of a nuclear war it would not be possible to take out the whole network by attacking one center. People with different ideological political agendas have got different ideas about what you use this totally this necessarily decentralized network for like spying on your population or buying and selling stuff. There are people in universities who think you're going to create this sort of knowledge commons which is going to massively intensify the capacities of advancing human knowledge, there are people in the militaryyou think it's a useful tool for coordinating military endeavors and from quite early on can also see its surveillance capacity so that they're all together.
