The Role of the President in the Use of Frozen Assets

The legislation would authorize the use of these frozen central bank assets to help the Ukrainians. Paul Waldman: There's a handful of people with whom I strongly disagree, who thinks the president already has the authority to confiscate frozen assets. He says most people think the record's pretty clear that since 1977 we've drawn a line between sanctions in an armed conflict and sanctions you use outside of those conflicts. Waldman: Most of these assets aren't actually alleged to have been owned by just the Russian government outright or anything like that.
