How to Create a Critical Mass of Knowledge Jobs
You need social infrastructure, by which I mean both the sort of social capital that allows people in smaller areas or left behind areas to connect mentally and psychologically with big city hubs. And you need to ensure that the place itself is attractive for people who can do these high skilled jobs to live in. Finally, you can do things to create a critical mass of these high value knowledge jobs. So all of those had to be in place, and you need local inspiration. But it's not as if we don't know how to do it, that's the important thing.
