Display ads mainly get served on like news dot com and the bottom of the thing. All it has to do is the display ad nes load for it to be counted as an impression. The reason that people still push display at is because it's the most profitable thing an agency can sell you. They make big commissions, and it's very low cost on their side to actually sell you display ads.
