Every protest you see happening in russia right now is illegal. A picket of a thousand people in moscow is actually sizable by any other country. But i think it does indicate that there is really no popular appetite for this war at all. They are very shocked by it, partly because the population was not prepared for it. The longer this goes on, the worse that dilemma is going to get for them.
