In the Roman Empire, it didn't really matter that much whether someone adopted family members who then become the next emperor. Agrippina is a direct descendant of Augustus and Claudius's connection to Augustus is rather tenuous. So when he marries Agrippina, he kind of secures his position as being rightfully emperor - or at least strengthens that position.
