The bargain that Jack Webb struck with the LAPD set a model for all later cop shows. Dragnet basically becomes like a PR wing for the LAPD, in exchange for all of those things. Because of this economic and logistic relationship that needs to exist between big productions and the police, you end up seeing the police being able to exert a lot of control over these things still.
