The Use and Abuse of City Code

There is a use and abuse of city code that can make a life less reliant on technology. Almost always when there's a bad law within the sort of centralized regime, it's because of some neighborly conflict. In St. Louis they have a law that you can have up to four animals, but they bar who have animals except for horses. They took horses to pull their carriages. So that law has never been removed.
