The Role of Seat Belts in Automobile Safety
When I was a kid, my horse drawn buggy did not have seat belts. At all. They didn't even like a lap. And then at some point it became a law you had to wear the seat belt. Even then there was a grace period where you couldn't get pulled over for not wearing a seat belt. But at some point, if you did get pulled over and you happened to not be wearing a seatbelt, you could get fined for it. So which, which speaks to the regulatory and the motivation. How do you get people to do stuff, which is process related.
