Adrian Goldberg: The government is pushing more towards improving the commissioning expertise, so not trying to restrict the for profit provision going forward. In Wales and Scotland, we see that they have come to a different conclusion that they have now made the decision to move away from for Profit Provision in future. Martin Barrow: I think it's imperative that local councils are given the financial muscle, but also the ability to rebuild their expertise.
