Is Russia Engaging in the Multilateral Discussions?

I think right now we have norms of behavior on a very cnavague level. It nobody has attacked anyone else'sa space asset up until now, for example. But we don't have that detailed level of agreement right where we'd actually say, hey, if you come within one kilometer of someone else's satellite, that's going to be interpreted as irresponsible. And i think to get to that level of agreement, you have to have these discussions. So the fact that don't even have clear, agreed layers of what accounts for this seems to be troubling,. particuarly in the situation.
