A relay network is just like some servers or some network which allows like to broadcast faster, or basically adsin as an intermediary. In the case of bead coin, if it takes a long time for blocks to propagate, other pools get it and then they start mining ut of it as soon as possible. This is about creating forks and cannik afterwards, one would orphen the chain would continue but it dstabilizes the consensus. It makes it lesse profitable, all these kind of things.
