Is There a Difference Between Bandits and Stubborn People?

In an article, a man argues that for society to thrive you've got to keep the non stupid people acting ethically. He says once they stop containing the impact of stupid people, everything goes to hell. I don't think this idea is entirely full proof and i do see some problems with it. But he was definitely making a serious point as well - one that i'm mulling over.
